A new procurement framework designed to address skills shortages in construction across the northwest of England has been officially launched.

Procure North West will appoint contractors to construction projects in the public sector until 2022. A percentage of its fees will go towards finding skills training for young people, including helping them to access apprenticeships. Any contractors employed under the framework will have a responsibility to support construction skills training, according to the terms of the agreement.

Procure North West will also provide a strategic procurement fund to support public sector organisations undertaking new projects. These bodies can submit applications for grant funding from the framework in order to enable strategic sourcing of contracts and resources.

Procure North West Managing Director Robbie Blackhurst said that these elements helped to make the framework unique in its ambitions and capabilities. He claimed that problems with skills shortages and budget pressures were the two main issues facing the industry today.

Blackhurst continued: “As well as helping to facilitate prospects that will help shape our growing towns and cities, I felt it was important to be able to give something back to help protect the future of the industry in the region. The framework pushes the boundaries of how procurement can support public sector bodies to deliver their strategic targets and enable them to deliver proposals that they may otherwise not be able to get off the ground.”

Procure North West will be accessible by any public sector organisation within the region, including NHS trusts, schools, colleges and universities, and local authorities. Framework managers will be available to assist with budget and timeline targets for both clients and contractors during the project delivery phase. They will also help to troubleshoot any other problems that may arise.
